Energy transition has been linked closely to the concept of just transition, thereby forming the concept of “just energy transition” (JET). While several groups and organizations have formulated their definitions of JET, anchored on the applicable principles within the discussions of the United Nations Framework Convention on Climate Change (UNFCCC), there is no universally-accepted definition of the term until now.

This study particularly recognizes the key role of climate finance in advancing the energy transition in the Philippines due to its potential to mobilize large-scale investments for climate adaptation and mitigation strategies, ensuring that climate-vulnerable countries are able transition towards a low-carbon development pathway. 

In an attempt to better facilitate access to climate finance toward a just and sustainable future for the Philippines, this study examines the policies and the country’s energy transition-related portfolio of two multilateral climate funds under the UNFCCC: the Green Climate Fund (GCF) and the Global Environment Facility (GEF). Further, the study uses the principles of justice (i.e., recognition-based, procedural, distributional, and remedial) as criteria to assess whether and how the policies and projects demonstrate a fast, just, and transformative transition.
