<p>Agribusiness Venture Arrangements (AVAs) in the Philippines have had a significant impact on Agrarian Reform Beneficiaries (ARBs), with some benefiting while others have not reaped the advantages of land ownership. This necessitates an examination of the Department of Agrarian Reform (DAR)’s institutional and regulatory environments of AVA—specifically lease arrangement—and how it can be strengthened using an integrated conceptual framework of Coleman’s (1987, 1990) boat model and Denhardt and Denhardt&#8217;s (2000) New Public Service (NPS) model. Using Dyball and Newell&#8217;s (2015) Causal Loop Diagram (CLD), the study plots proposed solutions to address the institutional constraints in the AVA implementation.</p>



<p>The findings reveal that DAR&#8217;s weak implementation of AVA is due to its classification as an “activity” rather than a legitimized program. Thus, it is imperative that recognizing AVA as a program would result in dedicated budget allocation or targets that need to be met annually. It would have a crucial role in enhancing DAR&#8217;s capacity and authority. Nonetheless, improvements within DAR alone are insufficient for AVA success. Transformations in the political-economic landscape of the agri-agra industry, agricultural land management, and among ARBs are necessary.</p>

The assessment revealed that Security Bank scored highly in financial inclusion and consumer protection, with 5.7 and 5 out of 10, respectively.</p>



<p>However, the Bank received zero scores on themes like nature, climate change, gender equality and human rights. In sustainable finance, banks approve commercial loans based not only on the financial strength of applicants but also on their commitment to be environmentally and socially responsible throughout the life of the loan. To sum, banks could impose that a borrower demonstrates sustainable orientation as a lending requirement.</p>

<p>Energy transition has been linked closely to the concept of just transition, thereby forming the concept of “just energy transition” (JET). While several groups and organizations have formulated their definitions of JET, anchored on the applicable principles within the discussions of the United Nations Framework Convention on Climate Change (UNFCCC), there is no universally-accepted definition of the term until now.</p>



<p>This study particularly recognizes the key role of climate finance in advancing the energy transition in the Philippines due to its potential to mobilize large-scale investments for climate adaptation and mitigation strategies, ensuring that climate-vulnerable countries are able transition towards a low-carbon development pathway.&nbsp;</p>



<p>In an attempt to better facilitate access to climate finance toward a just and sustainable future for the Philippines, this study examines the policies and the country’s energy transition-related portfolio of two multilateral climate funds under the UNFCCC: the Green Climate Fund (GCF) and the Global Environment Facility (GEF). Further, the study uses the principles of justice (i.e., recognition-based, procedural, distributional, and remedial) as criteria to assess whether and how the policies and projects demonstrate a fast, just, and transformative transition.</p>

					<div class="elementor-text-editor elementor-clearfix"><p>The Financial Sector Forum (FSF) of the Bangko Sentral ng Pilipinas (BSP), through the social media accounts of BSP posted a Call for Comments on the proposed Sustainable Finance Taxonomy Guidelines (SFTG). Fair Finance Philippines (FFPh), as a national coalition advocating for a responsible and sustainable Philippine financial sector, answered the call and sent the coalition&#8217;s comments on October 6, 2023.</p>
<p>The FFPH comments primarily forwarded the following:</p>

<li>Emphasized the principles of Inclusivity, Governance, Prioritization, and Dynamic Nature;</li>
<li>Proposed the following Assessment Standards and Tools:
<ul>
<li>Oxfam Philippines safeguarding standards for vulnerable sectors to mitigate climate change impact;</li>
<li>Oxfam Confederation Tool for calculating carbon footprint;</li>
<li>Risk Assessment Tool by Operation Listo;</li>
<li>LGU Guidebook on Formulation of Local Climate Change Action Plan;</li>
<li>OPH Rapid Damage Assessment and Needs Analysis tool; and</li>
<li>Fair Finance Guide Methodology.</li>
</ul>
</li>
<li>Underscored the expressed inclusion of illegal and massive destruction weaponry in the list of excluded activities; </li>
<li>Proposed a dynamic period for compliance instead of a static 5-year period;</li>
<li> Recommended the urban sector to be included in one of the priorities, forestry and coastal ecosystem and Carbon Capture, Utilization and Storage (CCUS) as one of the enabling sector, and      </li>
<li>Cautioned on the weakness of a principle-based taxonomy</li>
